Our analysis

Telegram is one of the most permissive mainstream messaging platforms for sex workers. Its TOS only explicitly prohibits "illegal pornographic content" on public channels, and enforcement is primarily complaint-driven via their @abuse bot. Private chats and groups are end-to-end encrypted (in Secret Chat mode) and not moderated. Many escort providers use Telegram as their primary client communication channel, and the platform has a well-established adult community.
